Electronic Building Access Control and Door Security Policy

1. Introduction
1.1 The purpose of this policy is to establish the regulations that govern granting and revoking access to Appalachian State University (“University”) Facilities; establish operating hours in which facilities will be open to the public; and provide regulations pertaining to Electronic Access Control (Card Access) and all AppState Access Control Users.
2. Scope
2.1 This policy applies to all University students, faculty, staff, and visitors.
3. Definitions
3.1 Public Operation: Days and times Non-Residential University Facilities will be unlocked and accessible to the general public.
3.2 Academic Operation: Days and times in which non-residential University Facilities will be accessible to authorized individuals through Electronic Access Controls (i.e. ID Card).
3.3 Campus Closure: Days and times non-residential University Facilities will be closed to all persons, except those provided for in this policy.
3.4 Electronic Access Control (“EAC”): Doors controlled by the access control software.
3.5 Access Control Credential (“ID Card”): A virtual or physical identification credential issued to every person who is affiliated with Appalachian State University, either through enrollment, employment, or as otherwise authorized.
3.6 Campus: All property owned or leased by Appalachian State University, including The Hickory campus.
3.7 Authorized Access Approver: University employees designated to appoint Building-Access Managers, designate individual card access, key access, and lock/unlock schedules for buildings, rooms, and facilities within their assigned area of responsibility.
3.8 Building-Access Manager: Employees assigned to a college, department, or unit to coordinate building access. Only full-time faculty and/or staff are eligible to be designated as Building-Access Managers. Graduate assistants, student employees, and temporary workers are not eligible.
3.9 Access Control Management Software (“ACM”): A system that controls access to buildings, access points, and card readers on campus. The ACM Software assigns access, generates reports, and administers the electronic access control system.
3.10 Facility: Any building, structure, ground, sidewalk, recreation area, and street considered to be part of Appalachian State University Campus, owned, leased or under the authority of the University.
4. Policy and procedure statements
4.1 Building Access, Generally
4.1.1 The Chancellor or their designee shall appoint individuals to act as an Authorized Access Approver. Every Facility on campus shall fall under the responsibility of an Authorized Access Approver. Authorized Access Approvers shall then appoint a Building-Access Manager for every Facility.
4.1.2 Access Control Credentials must be utilized to gain entry into all Facilities that are not open for public operation.
4.2 Campus Hours of Operation
4.2.1 Public Operation Facilities are generally open for public operation from 8:00 AM until 5:00 PM, Monday through Friday, excluding holidays and/or Campus Closures (e.g. – closures on account of weather, winter break, etc.). However, based on the business needs of the facility, some buildings may be open for additional hours, subject to the approval of the Building-Access Manager. Please see the posted public hours of operation for buildings.
4.2.2 The University is generally closed from 5:00 PM until 8:00 AM and on weekends. The Chancellor, or their designee, may also close all or certain portions of Campus or specific Facilities, in their discretion, including Facility Closures for repairs, construction, renovations, etc.
4.2.3 When the University is closed, Facility access will be restricted to those individuals authorized by the Building-Access Manager.
4.3 Emergency Response
4.3.1 In the event of an emergency, building access may deviate from the policy requirements outlined herein to promote the health and safety of the University community.
4.4 Compliance
4.4.1 Persons found to be in violation of this policy may be subject to discipline, up to and including termination or expulsion as may be appropriate.
