4.1.1 AppCards are electronically encoded identification cards issued to all students, faculty, and staff. AppCards are customarily issued to students during orientation and employees upon employment verification from Appalachian’s Office of Human Resources.
  
The APPCARD Office is responsible for issuing Appalachian State University identification cards to students, faculty, staff, and dependents. The APPCARD serves as campus identification as well as access to individual meal accounts and the Appalachian Express Accounts. The individual accounts are controlled via the Diebold/C5 Gold computer.

Location - The APPCARD Office is located on the first floor of Trivette Hall. The office is open from 8:00 a.m.- 5:00 p.m. Monday through Friday.

4.1.3 Campus Services is responsible for working with Business Affairs, Student Affairs, Human Resources, and Information Technology Services (“ITS”) to develop procedures and guidelines for determining when University visitors may obtain AppCards.
  
Electronically encoded APPCARD cards are issued from the APPCARD Office in the lower level of Trivette Hall to all students upon their arrival on campus. The cards provide access to campus events and fee-supported services including the use of the library, admittance to intercollegiate athletic events, use of the infirmary, the physical education facilities, Quinn Recreation Center, Mt. Mitchell Fitness Center, Parking, and door access to residence halls.

Meal Accounts - Faculty, staff and off-campus students may open a meal account with a minimum deposit of $20. The account can be opened in the APPCARD Office. Students living in residence halls are required to choose from four meal options depending on individual meal patterns. The charge for the meal option is included in the subsistence charge.

4.3.2 In order to use AppCards for campus financial transactions, students and employees may open a prepaid Appalachian Express Account that will allow AppCards to be used for financial transactions on campus. Additionally, after the submission and approval of an application to the AppCard Office, employees may open a charge account permitting AppCard balances to be deducted from payroll at the end of each month.
  
The cashiers will accept either cash or a valid APPCARD with account balances as payment for any purchase in the Food Services facilities.

If Card is Lost or Stolen - If an APPCARD is lost or stolen, it should be reported immediately to the APPCARD Office or to any Food Service Cashier from 8:00 a.m. to 5:00 p.m. A lost or stolen card may be reported to the University Police from 11:00 p.m. to 7:00 a.m. The APPCARD will be invalidated in the computer, and for a nominal charge another card will be issued. APPCARDS found are returned to the APPCARD Office and may be picked-up in the APPCARD Office. (See FDS Procedure 2?.)

Policy 505.1

1 Introduction

The purpose of this policy is to provide administrative oversight and direction for issuing Appalachian State University (“Appalachian”) identification cards (“AppCards”), or campus credentials. AppCard credentials serve as the official campus identification and facility access card.

2 Scope

The policy applies to individuals who are required or permitted by Appalachian to obtain an AppCard, including students, faculty, staff, and other visitors of the University.

3 Definitions

4 Policy and Procedure Statements

4.1 AppCards

4.1.1 AppCards are electronically encoded identification cards issued to all students, faculty, and staff. AppCards are customarily issued to students during orientation and employees upon employment verification from Appalachian’s Office of Human Resources.

4.1.2 AppCards provide students, faculty, and staff with access to University resources, including facilities and fee-supported services.

4.1.3 Campus Services is responsible for working with Business Affairs, Student Affairs, Human Resources, and Information Technology Services (“ITS”) to develop procedures and guidelines for determining when University visitors may obtain AppCards.

4.2 AppCard Components

AppCards contain the following items:

  • The name of the University;
  • The legal first and last name of the cardholder;
  • A headshot of the cardholder;
  • A description that describes the university affiliation of the cardholder (e.g., student or staff); and
  • A magnetic stripe or other similar card technology for access to University resources.

4.3 AppCards and Financial Transactions

4.3.1 AppCards may be used for financial purchases and transactions on campus, including but not limited to:

  • Campus Dining;
  • Vending Machines;
  • Coffee Shops;
  • Athletics Ticket Office;
  • University Bookstore;
  • University Recreation;
  • Student Accounts; and
  • Student Health Services.

4.3.2 In order to use AppCards for campus financial transactions, students and employees may open a prepaid Appalachian Express Account that will allow AppCards to be used for financial transactions on campus. Additionally, after the submission and approval of an application to the AppCard Office, employees may open a charge account permitting AppCard balances to be deducted from payroll at the end of each month.
